Everton skipper Phil Jagielka has captained England, while Seamus Coleman and Ashley Williams are captains of Ireland and Wales respectively.
However, Cascarino says that there is little evidence that the Blues’ back four contains such a strong group of leaders at the moment.
“They have got so much experience, especially in that back four, but they look vulnerable at the moment,” he told the Times.
“Normally you have one or two leaders in the team but they have at least five and I find it really strange that they are so poor. At the moment they are not playing like a group of captains.
“Something is not right about the defence and Ronald Koeman has a job to do in fixing it if Everton are to fulfil their potential this season.”
