The worst part is that it wasn't even a hard call.

I think you're right that once the option is there, refs won't want to risk getting big calls wrong and we'll end up with more incidents like this

The only way out is to have the video ref(s) watch the game all the time and if they can't make up their mind about an incident within let's say 5 seconds, that's it. Unless of course the ball is dead anyway.

They came to the correct decision. Granted it was a blatant penalty that the ref should have seen in real time.
