he was basically the same as Bill Kenwright will be

he sold his shares in Arsenal to Usmanov and Moshiri and then stayed on as Chairman

Could be a share issue which would mean the money he's paying goes straight into the club.

I.e. We've created enough shares for him to buy that reach 49.9%.

Shareholders haven't been offered the chance to buy any do I'm just checking to see if this would have had to have happened.

If it did have to happen then he's obviously bought existing shares.

isn't this just so he has to run everything past the other shareholders before doing anything major?

I'm actually quite impressed the deal has been done like that to be honest, although expect there is an option for more shares in the future, once he's proved he's not changing our kit to red

Perfectly sums up my thoughts on the matter.
