However, the idea Moshiri wants him has got me doubting the entire thing tbh.

Since Moshiri has made the funds available you would have to assume that it’s collectively the fault of the DOF and the manager, having said that it was Moshiri who appointed them both so he himself would have to shoulder some of the blame as well.
