Yeah I didn't think it was a pen initially, but I do now. Dumfries even apologised for the mistake (giving the pen away) after the match and didn't dispute it at all. Not to be a downer but just find it hard to take this England team making the final being such an achievement. The players are as good as any in the tournament and even then they've had the luck against Slovakia and Switzerland. Fair play but this isn't a non-league side in the final of the FA Cup....
