I'm guessing they're saying the defender slipped and the contact was accidental, which shouldn't matter, but because this bunch of clowns can't make any rule that makes sense, it is therefore not a penalty?

But you can accidentally handball it and it's a penalty.

And you can accidentally stand on someone's ankle and it's a penalty.

And the keeper can accidentally punch someone and it's a penalty.
