Garbutt has fallen down the pecking order at Goodison Park despite showing signs of developing into a great player, and wasn’t given a squad number by new boss Ronald Koeman.
Now, he has joined the Championship outfit in a bid to prove he is good enough for the Blues.
“We’ve been hit with injuries to Reece James and Andy Kellett and it was clear we needed someone in,” said Wigan boss Gary Caldwell.
“Luke is a tremendous young player with a big future in the game and we are delighted to have reached an agreement to bring him here.”
