The pair have been surplus to requirements at Goodison Park for some time now and have been allowed to leave by boss Ronald Koeman.
Oviedo earned the adoration of Evertonians when he scored the winner as the Blues beat Manchester United at Old Trafford in 2013 but a serious double leg break later that season saw him lose his place.
Gibson was awarded a new contract last summer but has failed to impress Koeman enough to earn a place in the first team.
