Everton spent almost £150m in the last transfer window but failed to strengthen in the two areas that Stubbs says were key to the progression of the side.
After losing Romelu Lukaku to Manchester United, the Blues failed to sign a centre forward, but Stubbs also cited the failure to sign a left-back as back-up for Leighton Baines as a failure.
Cuco Martina deputised in yesterday’s 1-1 draw at Anfield, but was undone time and time again by Mo Salah – who scored Liverpool’s goal while Martina was watching from his backside after being turned inside out.
“They need a striker and I would have thought it would be some sort of target-man, who can hold the ball up,” Stubbs said.
“For Everton to have only one left-back at the club is unbelievable. The recruitment has been very poor over the summer.”
