The Turkish international signed this week for around £25m and is widely expected to help boost the Blues’ scoring hopes for the remainder of this season.
Bilic has worked with Tosun at Besiktas and says that none of his compatriots have reached his level of ability.
“Cenk is a classic number 9,” Bilic said.
“He is extremely dangerous in the penalty area and in narrow spaces. A striker who knows how to be in the right place at all times and finishes at the top.
“I know from Beşiktaş how passionate he works from the heart, because I know him very well. Neither the National Team nor Beşiktaş’s direct first 11 players came to this level. He is a great player who always fights and does not give up fighting.
“I believe that the contribution to Everton will be great. We are talking about a very positive and very determined football player. In Everton, Wayne Rooney will play with influential players like Sigurdsson and he can become an important part of this team.
