The Blues are locked in a legal battle with Watford, who claim that Everton made an illegal approach for Silva in November, and will likely state that appointing the Portuguese supports that claim.
However, there is no contractual reason why Silva could not be appointed without appeasing the Hornets and Everton’s pre-season preparations could finally get under way.
Silva was the preferred choice of Farhad Moshiri before Sam Allardyce was accepted as a last resort appointment following the sacking of Ronald Koeman early last season.
