The very fact a club like Liverpool is trying to sign a kid and can say their scouting system has identified him would automatically put them into the 'exceptional talent' category to be reviewed to be honest.

No, you misunderstand me, Mick (I agree with your point completely)

I was tongue in cheek suggesting that he was allowed to come to a stepping stone side like Watford, so that he could be showcased to clubs like the RS, but may not have got a permit to come to a club like us that is above that level.
