When Martinez and Reeves left, we went from targeting Elmohamady to players like Mata, Witsel, Koulibaly etc. We missed out because we just aren't attractive enough to players of that calibre yet.
It looks like we've learned our lesson and and are going after players in the tier below. Even then, though, deals are still taking their time to complete and given Walsh was only in post for 6 weeks last summer and Koeman has generally not had to deal with this, it's probably not realistic to have expected more.
