I read it wouldn't be a home for Fulham but to continue to be for England and the future home of an NFL franchise?

Maybe not immediately, but surely long term even with NFL and England games there would be room for Fulham's fixtures.

....................exactly. This proposal has very little to do with Fulham FC. If it comes off  , England matches are going to be played around the country during the NFL season ,we might even see one at Bramley-Moore in time.

Heard that there is a second more serious bid and if accepted the stadium is to be dismantled and re-erected on some riverside location in the north west.
