Yes I’d buy him (at a price - whatever that is deemed to be reasonable these days) as he has potential. Just wouldn’t want to loan him but can see your point re budget.
..............yes I agree I'd buy him but his price will be high ,assuming Chelsea even want to sell . I think he's more dynamic ,more physical than Barkley , unfortunately I doubt if we'll ever know how good Ross could have been.

Chelsea won't want Loftus-Cheek, Barkley and Drinkwater on the books if they're not getting a game and they'll struggle for buyers at the prices they'd expect. Expect one of them to be at West Ham or Bournemouth on loan next year.

Loaning him with the option to buy is an excellent way of getting around FFP. See AC Milan and PSG who are the absolutely specialists for this.
