I thought work permit was based on 4 main criteria (could be wrong):

- Recent international caps (main)
- Transfer fee
- Player Salary
- Exceptional talent

We would meet two of these assuming he is classed as an "exceptional talent" and three if we are offering him a decent wage. Not sure where the line is with regards to fee and wages though.

Silva stuck his neck out for Richarlison at Watford, and Brands has a good history working in the Latin/South American market.

He clearly has connections that means we can steal a march on other clubs.
