Highly doubt that, as for that to be correct we'd have to have no ability to spend because we know we need players in.
Our last offer to Dibling was 35 mil or some such, and even if that's all we had and we were blowing it all on him (unlikely as that'd super dumb and I don't think Moyes is that) the only other business we've done is Grealish so unless we've paid 35 or so for a loan fee and wages there would at least be some of the money earmarked for Dibling left to spend. I imagine there is additional wiggle room though given how many players Moyes wanted in, and I don't think we'd be bidding what we did for Dibling if that wasn't the case.
I'm sure we are looking at free transfers and loans and whatever we can to stretch the budget, but I don't think that rules out paying for more players.

It could be right we don’t spend anymore money, there’s a chance Southampton don’t budge, they actually need to, what is it 2 year left on his contract. If they don’t budge and he stays they could well offer him a new deal favourable to him and them, if say they don’t come up this season offer a clause.
Then we have to see where are we at on our list of targets, how far down do we go, possible we say let’s park it until January/next summer - no, we shouldn’t - but it’s possible. It’s what 2 weeks of the window to go, unless something opens if a club wants to move a player on badly we could be stuck.
Could well be only loans and if any out there of a quality, free players.
No it’s not ideal and maybe dangerous, but I wouldn’t be surprised.
