He'll be having a pre season at City, so if/when he joins isn't an issue. Wouldn't suprise me if he moves late in the window.

Yes, with City, then he didn't play for 6 months and went to West Ham on loan in January and it was noticeable that he hadn't played

Even at 80-90% of the highest level he’s performed at, he’d be a huge upgrade. We have plenty of bodies in the middle of the park but not much quality with the ball. Yeah I think that's perfectly summed up.

My main concern would be Moyes' inability to get anything out of him.

I don't read to much info his West Ham stint. He came in after not playing for ages, you could see he wasn't up to speed, plus West Ham were in a bit of weird form, Moyes situation was up for debate and a fair bit of fan unrest.
I'm not overly keen on him personally, but I do think he'd be much better than he showed for them

I'd be shocked if he's with their first team

Most of the first team is on extended break due to Euros & Copa Americas.

Philips is in the US, on tour with the rest of the squad though.

I'd rather we didn't. These loans are so expensive these days that you have to be pretty sure they are successful and I'd this as 50/50.

We have an old midfield group. Even if we loan him and he props that area up for a season, we walk into next season with 35 year old Gana, 32 year old Doucoure (both needing new contracts), maybe-he-improves-but-likely-he’s-completely-average James Garner, and the question mark that is Iroegbunam.

That’s likely to put us in a position of needing a full rebuild in a single summer or shelling out stupid money on extensions for Gana and/or Doucoure (if they continue to peform at this level, absolutely not a given) unless Garner and/or Iroegbunam settle in and improve massively on what they’ve shown so far in their careers.

There has to be some other option out there for us, preferably someone in the 20-25 range. Someone with a little more demonstrated ability than the two younger players we already have in that area but with some room to grow still. Perhaps wishful thinking. Doesn’t have to be an Onana-level prospect, we don’t have that sort of cash to play with.

There's rescue projects you can take on, which make sense and might give you some value in return and this isn't one of them.

Phillips would just cost too much for me. Too much in wages. Probably too much in terms of a loan fee. Certainly too much in terms of an option to buy

He's not worth the risk.
