I don't get this at all. For me, every PL ground and so every PL team has VAR so it can be equally (badly) used in every fixture.
Teams entering the FA Cup and League Cup may or may not have VAR so in the interests of fairness, VAR should not be used in those competitions. End of argument. Has to be the simplest fairest way.

Did they use VAR in the Luton V Bolton game? Surely a tie with it used in the initial game and not in the replay is farcical?
