In order to get their safety certificate and license they will have to hold a number of test events before the first opening game of the season with a full house. Tottenham did it by playing a few matches with academy, under 19s and club legends building it up from 20 to 30 thousand, tickets were a fiver.

How do you get a safety certificate for the test events?

No idea, it’s what Spurs did, presumably test events are low volume, slow build up of crowds, supervision/observers from the authorities.

I'd imagine they'll start with small gatherings and increase the numbers involved as things progress without incident.

Yeah, they will most likely perform a test event in each stand first, just for familiarisation, then carry out a couple of events with the whole stadium open.
The test events are to demonstrate that they have a robust safety plan in place and could evacuate the stadium within the alloted time for the conditions of the certificate. If I remember correctly, I think a football stadium is normally around 8 minutes. They will be testing the alarm systems, safety procedures and any specialist systems in place, such as emergency procedures specifically for evacuating disabled fans and/or refuge points.
The local authority will be monitoring not only the activity inside the stadium, but also the ingress and egress routes to ensure that the crowd is able to flow freely to and from the stadium and will be paying particular attention to any potential "pinch points".
Ultimately, if God forbid, it all went pear shaped inside the stadium on a match day, all eyes would be on the local authority who issued the certificate and the designated safety lead at the club, so the test events are something that both the club and the Council's Licensing depth will be taking very seriously.
