It appears that it is the rule. Touch it and it's not a pen. You do wonder in terms of fairness it should be though. Feels like a lot of things have become unwritten rules and maybe shouldn't be. This being 1. Striker got to the ball first, it looked like his touch played it to the left, the keeper's touch on the ball was very negligible but the keeper still makes massive contact with the striker and Pope came out kinda recklessly...you can touch the ball and it still be deemed a foul because of the type of contact you then make with a player.

His record in the championship is less than 1 in 3 without penalties. His time in Portugal is doing all the heavy lifting. I think he might be a bit rubbish
